Jermaine Goupall was stabbed to death in Thornton Heath, South London, last Tuesday.
Saskia Haye-Elliot, of New Addington, and a boy of 16 who cannot be named were in custody and due to appear before magistrates on Monday.
Jermaine and pals were confronted by three assailants wearing balaclavas and armed with knives and a machete.
He died from a stab wound to his leg, making him the 17th teenager to be murdered in London this year.
Detectives believe his murder may be linked to a clash involving several teenagers armed with sticks, and some on mopeds, wearing balaclavas, in the same area where Jermaine was attacked earlier that afternoon.
A Met Police spokesman said: “They are both in custody and are to appear at Bromley Magistrates’ Court on Monday.”
